The Noble County EMA has recently updated the Noble County Hazard Mitigation Plan in compliance with state and federal requirements. Community stakeholders participated in public meetings last summer to provide input, and the draft plan is now available for review at https://noblecountyohio.gov/noble-ema/.The review period begins on 11/10/2025 and ends at the close of business on 11/20/2025. The plan is also available in print at the Commissioner’s Office in the courthouse.

An approved hazard mitigation plan establishes local eligibility for mitigation programs, including state and federal grants to assist with implementing projects to reduce disaster damage.

A public meeting to review the draft and to answer questions will be held on Thursday, November 13 at 11:00a.m. at the Caldwell Municipal Building at 215 West Street in Caldwell. This is open to the public. Reservations are not required, but are appreciated, by emailing the EMA at nobleema@noblecountyohio.gov or by calling 740-732-7387. The EMA and the Contractor will be present to answer questions and provide guidance in reviewing the plan.

The Hazard Mitigation Plan identifies historical and anticipated damage from storms and other events and propose actions that can be taken to reduce damage, inconvenience, and costs to Noble County and its jurisdictions.

Public comments are due to the EMA no later than 11/20/2025 after which time the plan will be submitted to the Ohio EMA and FEMA Region V for review and approval. Each village and the county will be asked to adopt the plan to be eligible for mitigation grant benefit.
